Carol Higa

Carol Higa is a veteran education leader and consultant with over three decades of experience in general and special education. She has held senior leadership roles at both the district and county levels, including serving as Director II of the Division of Special Education at the Los Angeles County Office of Education, where she oversaw complex program transfers across seventeen school districts and led countywide professional learning initiatives. Her work focuses on strengthening systems through evidence-based instruction, inclusive practices, literacy, Universal Design for Learning, and collaborative, strength-based approaches to special education planning.
